Vietnam market context

Vietnam is building new financial infrastructure. Businesses need to be ready for it.

The international financial centre initiative provides a concrete policy context for a long-term investment thesis. CHODAT's opportunity is to make preparation and information exchange more useful for businesses and investors.

A policy framework

Resolution 222/2025/QH15 was adopted on 27 June 2025 and took effect on 1 September 2025.

One centre, two locations

Decree 323/2025/NĐ-CP, dated 18 December 2025, sets out a unified centre operating in Ho Chi Minh City and Da Nang, with fintech and professional support services among its development directions.

Launch milestones in 2026

Da Nang held its opening on 9 January 2026; Ho Chi Minh City launched on 11 February 2026.

As of the 8 October 2026 government update, substantive operation was still being advanced, with financial products targeted for circulation in November 2026. Becoming a major Asian financial centre remains a development ambition.

Technology funding precedents

Investors have backed companies before monetization. The reason was not an idea alone: teams, prototypes, user behaviour and an executable thesis mattered.

2004 · Series B

Reid Hoffman confirmed LinkedIn had no revenue when pitching this round. The company announced USD 10 million in October 2004 and had 1.2 million registered accounts at the announcement.

2015 · Preview launch

Figma announced USD 18 million in cumulative funding at its December 2015 preview launch. Its company filing states it began charging for Figma in 2017; this does not establish zero company-wide accounting revenue.

Mistral AI

2023 · Seed

Lightspeed confirmed a seed round of more than EUR 105 million on 13 June 2023. Mistral 7B followed on 27 September. The founders had AI experience at DeepMind and Meta; these sources do not confirm zero accounting revenue.

Fenwick confirmed the USD 2 billion seed round on 15 July 2025. Reuters reported that Mira Murati's company had no revenue or products at that time.

For CHODAT: team credibility matters. This exceptionally large round is not a valuation benchmark.
